Funding and Employment
Federal funding plays a crucial role at žž by supporting research, financial aid and more. This support enables the University to broaden access to higher education, generate research addressing global challenges and contribute $3.8 billion annually to the Virginia economy.
žž has a government relations team advocating for the University, its research and students at the local, state and federal levels. They engage regularly with lawmakers to share how the University is uniquely positioned to partner on impactful research and train a skilled workforce for in-demand industries.
In addition to federal support, žž research benefits from funding provided by internal resources, the Commonwealth of Virginia, nonprofits and generous donors. Support our research through the ODU Research Foundation.

žž greatly appreciates and values our international community of students, scholars, residents, faculty and staff. They enrich our University, bring a variety of perspectives, vital research, and a global understanding that strengthens our academic environment and prepares all students for living and working in an interconnected world.
The University’s Visa & Immigration Service Advising Office is committed to assisting international members of our community with visa status maintenance. Before traveling, consult with a VISA advisor. The office has also established an after-hours emergency immigration number for any students or employees who need immediate assistance from an immigration advisor outside of normal business hours. Admissions and Financial Aid
There have been no changes to žž’s admissions practices and criteria. žž’s admissions process will continue to emphasize excellence, as well as accessibility and affordability, as the most cost-effective doctoral-granting institution in Virginia.
ODU’s enrollment deadline remains May 1. To confirm admissions offers, visit the Admitted Students webpage.
Federal student aid programs, including Pell Grants, Supplemental Education Opportunity Grants, student loans and the FAFSA, are available.
No changes to the Federal Work Study program have been reported at this time.
No changes have been reported to state-level financial aid in the Commonwealth of Virginia. The has launched a financial aid help desk to support FAFSA completions.
Research
žž is closely monitoring updates from federal agencies regarding policy changes and evaluating their potential impacts on the management of federally sponsored projects. Any updates for the research community will be communicated by the ODU Research Foundation.
Faculty involved in federally funded research should continue their projects unless directed otherwise by a stop-work order or specific guidance from the ODU Research Foundation.
Programming
žž is evaluating guidance issued on March 1, 2025 by the federal government to determine its potential impact on our programs, policies or protocols. ODU continues to comply with state and federal guidelines and policies. We remain committed to our core values to nurture an accessible culture that grants educational, social, professional and scholarly opportunities for all Monarchs.
Upholding the First Amendment
Members of the žž community are free to express opinions publicly and privately and support causes by orderly means, subject to reasonable time, place, and manner restrictions, that do not disrupt the regular and essential operations of the institution.
When sharing personal opinions on current events, employees must clarify they are not representing the institution. University employees should refrain from publicly commenting on behalf of the institution on issues of general University-wide impact or significance. Read University Policy 2001 for more guidance.
The University also affirms the right to engage in peaceful, orderly demonstrations within reasonably and impartially applied non-content-based procedures designated by the University. These procedures, outlined in University Policy 1700, reflect the educational purposes of the
University and are intended to protect the safety of members of the University community and others.
